
SMWD hosted the 3rd Quarterly Meeting of CHRMO-BWD

On August 13, 2025, the 3rd Quarterly Meeting of the Council of Human Resource Management Officers of Bulacan Water Districts was hosted by the Human Resource Division of Santa Maria Water District (SMWD).
The meeting was attended by Human Resource Management Officers from 12 water districts in Bulacan, including Angat, Baliwag, Bocaue, Bulacan, Bustos, Calumpit, Hagonoy, Malolos, Meycauayan, Norzagaray, Plaridel, and San Miguel.
The program commenced at 9 AM with a welcome remarks from Ms. Jovita Dalmacio, Department Manager of the Administrative and General Services Department of SMWD.
The meeting focused on a discussion of Strategic Performance Management System, led by Director II Dulce Cochon of the Civil Service Commission – Bulacan Field Office. Upcoming activities and concerns of CSC and other water districts were also raised and clarified.
The meeting ended by 4 PM with a closing remarks from CHRMO – BWD President Vilma Pagulayan. All attendees then received a token of appreciation by SMWD for their presence and participation.
SMWD Aims to Reduce Non-Revenue Water Through its Employees

On August 15, 2025, a total of 38 employees gathered despite it being a holiday for an in-house training hosted by Santa Maria Water District. The training was titled “Introduction to Non-Revenue Water and Basic Leak Detection.” The resource speakers were the Supervising Engineers from the Maintenance Division, Engrs. Angelo Reyes and John Julius Xavier Tatad.
The training was participated by employees from the Customer Services, Customer Accounts, Maintenance, and Construction Divisions, with the objective to increase awareness about non-revenue water, basic field competency in detecting leaks, meter stand maintenance, and necessary action plans.
The program began at 8 AM with a welcome remarks from Ms. Jasmin Jose, Section Head of the Personnel Welfare. The speakers were then introcuced for the training proper. The session was interactive and collaborative.
By the end of the seminar, Mr. Ramon Villamin, Section Head of the Field Services, delivered a concluding message to all participants and speakers. This seminar was very crucial as it tackled the significant effects on financial sustainability, water security, and overall service delivery of SMWD to its concessionaires. Overall, this training served as a way to minimize water losses and improve service through the hardworking employees.
